The Teachers’ Pension Scheme (Amendment) Regulations 2027

Introduction

The Department for Education (DfE) is consulting on proposed amendments to the Teachers’ Pension Scheme (TPS) regulations.

Amendments are required to adjust the member contribution tier structure. Primary legislation requires members to collectively contribute 9.6% of pay towards the scheme benefits they are accruing. Periodic valuations are undertaken to assess whether the contribution structure will continue to deliver this yield. The latest valuation identified that, if the current structure remained in place, member contributions would exceed the required 9.6% yield during the next valuation period. Consequently, the Department has worked with the Government Actuary’s Department and the Scheme Advisory Board (made up of member and employer representatives) to develop a revised contribution structure that delivers the required yield and is fair to members. The proposed changes are outlined in detail in the consultation document.

The consultation also proposes amendments to ensure that the TPS regulations operate as intended and remain aligned with the wider legislative framework. These include amendments relating to automatic re-enrolment, ill health pensions, short-term survivor pensions and the definition of paternity leave following the introduction of Bereaved Partner’s Paternity Leave.

This consultation seeks responses from those likely to be affected by the proposed regulations. Once the consultation has closed, DfE will consider all feedback before publishing its response and finalising the regulations.
