As relayed in the published consultation, we believe that there is a need to improve the financial accountability measures of local authority maintained schools and academy trusts. Analysing 2016-17 and 2017-18 financial data showed that a larger percentage of maintained schools were in financial difficulty than those in the academy trusts sector. We believe this is due to there being stronger accountability measures used for academies and therefore would like to bring parity between the current accountability measures used in both sectors.

We recognise that some new measures may potentially create additional burdens on local authorities, and are therefore asking respondents to state whether they believe the proposals will result in a new financial burden. Respondents will also have the opportunities to share comments on each proposal in the comment boxes provided. All responses will be analysed and a formal response from the government will be published in the Autumn.

Any new accountability measures that the government decides to proceed with  will be implemented in the financial year 2020-21.
