Overview
We're seeking stakeholder feedback on the anticipated impact of transferring new powers from central government to local authorities so they can fund new technical qualifications from September 2025.
Why your views matter
This consultation seeks to understand how the transfer of new funding powers from central government to Combined Authorities/Combined County Authorities will impact various aspects of regional development, such as economic growth, public services, education, governance, and community engagement.
The Secretary of State will evaluate whether this transfer is likely to enhance the economic, social, and environmental well-being of some or all residents and workers in the area.

DfE officials are hosting a webinar at 3pm on Wednesday, 20th November.
This webinar is free to attend and will last no more than an hour. It will introduce the consultation and explain why DfE wants to transfer these funding powers to combined authorities and combined county authorities.
